This report outlines the findings from the second phase of a localisation assessment initiative in Ukraine. It evaluates progress in localisation against the 2023 Humanitarian Localisation Baseline for Ukraine. Similar to the baseline, this progress review adapted and applied the localisation measurement framework and tools, initially developed by HAG and the Pacific Islands Association of Non-Governmental Organisations (PIANGO), as a standard method for assessing localisation progress at both national and regional levels. The second phase of research was carried out by the NGO Resource Center (NGORC), with support from InfoSapiens and the Humanitarian Advisory Group (HAG), and was financially backed by the International Council of Voluntary Agencies (ICVA), Helvetas, and NGORC’s principled donors (via shared overheads).

The Interagency PSEA Community Outreach and Communication Fund, a joint initiative between UNHCR and ICVA, was launched in 2020 to support local NGOs in preventing sexual exploitation and abuse. The Fund invests in community-led efforts to ensure that communities know their rights and SEA survivors know how and where to safely report sexual abuse and exploitation. Since its inception, 56 projects have been backed, with nine new projects selected in 2024. This year, the Fund is also receiving the support of the Office of the Special Coordinator on Improving the United Nations Response to Sexual Exploitation and Abuse (OSCSEA), helping the PSEA Outreach Fund to reach more people in need.

This consultancy will oversee data collection and analyse existing needs and gaps among local actors to enhance their coordination and leadership. The consultant will also collaborate closely with the newly formed local NGO Network, co-founded by Public Aid Organisation along with other stakeholders from local NGOs, INGOs, and UN agencies, to support the ICVA MENA team in achieving objectives aimed at promoting the role of local actors and strengthening their coordination capabilities.

The consultant analyst will implement the methodology and tools developed at regional level within the country. They will be supported by a national information management (IM) consultant. A regional consultant (Regional Information Management Advisor) will provide support and guidance on the technical aspects of the project.

The study evaluates the quality of engagement and enabling factors for increased local/national NGO participation in IASC structures – beyond numbers. It examines existing global quantitative data from OCHA’s Annual Coordination Mapping exercise. Additionally, the study gathers new quantitative data from five focus countries—Ethiopia, South Sudan, Somalia, Colombia, and Venezuela—to assess varying levels of participation by local and national NGOs. The goal is to identify good practices, barriers, and practical recommendations to improve the effective inclusion of L/NNGO these NGOs in coordination leadership.
