IRC publishes "New World Disorder: More Shocks, Fewer Shock Absorbers" report

Six months after the IRC's 2026 Emergency Watchlist warned of a New World Disorder, the evidence is clear: crises are spreading faster than the systems designed to contain them.

The IRC's Watchlist Midyear Update documents five shocks hitting the world's most vulnerable countries simultaneously — from the cascading economic fallout of the Iran war, to a spreading Ebola outbreak, to a global food catastrophe bearing down on 363 million people. And the shock absorbers — humanitarian funding, diplomacy, refugee protections, public health capacity — are weakening at precisely the moment they are needed most.

The IRC identifies five concrete actions governments and institutions must take now to protect communities and prevent further unraveling.
