Do humanitarian organizations have the information they need to rapidly, effectively, and ethically take the decisions required to deliver the required assistance?

Those are some of the questions driving  the Humanitarian Information Landscape Assessment (HILA).

HILA is a global, standardized measurement approach to assess the health of humanitarian information ecosystems โ€” and make the barriers to evidence-based decision-making visible.

HILA is multi-partner initiative implemented by iMMAP Inc., CartONG, the Humanitarian OpenStreetMap Team (HOT), and KoboToolbox and with the support and endorsement of the H2H Network, ICVA Network, InterAction and Sphere Standards.

HILA evaluates five critical dimensions of humanitarian information: ๐š๐ฏ๐š๐ข๐ฅ๐š๐›๐ข๐ฅ๐ข๐ญ๐ฒ, ๐š๐œ๐œ๐ž๐ฌ๐ฌ๐ข๐›๐ข๐ฅ๐ข๐ญ๐ฒ, ๐ช๐ฎ๐š๐ฅ๐ข๐ญ๐ฒ, ๐ฎ๐ฌ๐ž, ๐š๐ง๐ ๐š๐ฐ๐š๐ซ๐ž๐ง๐ž๐ฌ๐ฌ. Together, they reveal whether humanitarian actors have what they need to deliver principled, timely, and effective responses.

Starting 15 July 2026, humanitarian practitioners worldwide are invited to participate in the first global HILA survey, a short, online questionnaire designed for in-country staff across UN agencies, International NGOs, Local NGOs, clusters, and country based coordination entities. The survey will be available in English, Spanish, French and Arabic.

Results will feed directly into a live public dashboard, launching 15 September 2026 on https://hila-survey.org/ and updated in real time, disaggregated by country, sector, and organization type, and repeated every six months to monitor change over time.

This is not a one-off assessment. It is a global monitoring system for humanitarian information built to inform decisions, target resourcing, and drive accountability across the sector.
